We advocate a mandate to the appropriate agencies that this disclosure information become a necessary part of the licensing procedure for all residential contractors. Simply put, when a contractor wants to do business in Philadelphia – He must go to the licensing department of the city with his picture identification – fill out the questionnaire that becomes the disclosure information on the reverse side of his contract – Have his picture taken for his license – sign an affidavit attesting to the accuracy of the disclosure information and pay his licensing fee. If the contractor is a partnership both partners must attest to the information and have their pictures taken – if the contractor is a corporation the information must be attested to by two officers of the corporation and they both must appear to have pictures taken for the license.
